We would be very surprised to find a web-to-email server which incorporates working Javascript in its output.

- Similar to test page 3, but character set is UTF-8.
Content negotiation: if a request for this page returns a 404 (not found)
status code, the web-to-email server does not accept compressed HTML.
If the output is garbled, it accepts compressed HTML, but cannot handle it.

This is a different kind of compression technique, and is much more common.
The test page is created dynamically by a PHP script, and compressed on the
fly using the zlib library.
